Finally, FSR has often been carried out with inadequate links to extension services and little consideration of the policy environment. Orientation of FSR activities towards resource-poor farmers living in marginal areas, in itself, limits the success of FSR. With such orientation, most projects have faced one or more of the following conditions: unfavourable soils, climate and topography; lack of credit; underdeveloped or non-existent markets for both inputs and agricultural products: weak farmers' organizations; economic policies that discriminate against agriculture as a whole and against poor farmers in particular; lack of interest on the part of national agricultural institutions which feel that their resources would yield more benefits if invested in more favourable areas; and the attitude of many farmers who consider innovations to be risky (Berdegue 1993).
